Advisory Board members highlighted growing evidence that parts of the sector operate within financially unsustainable models. In many cases, commissioning rates no longer reflect the true cost of delivering lawful, high-quality care.

At the same time, employment law reforms and Fair Pay Agreement pose additional financial risk.

However, implementation requires investment, training, and clear governance. Technology alone will not resolve structural challenges.

Leadership culture remains equally important. Values-driven leadership, staff wellbeing, and relationship-based care continue to underpin quality, but are increasingly difficult to sustain without structural support.
